Following the news of the creation of the BRICS New Development Bank there have been various opinions surrounding the idea of a possible new world order. Are the BRICS (Brazil, Russia, India, China and South Africa) the new leaders of this new order?

While we still cannot know for a fact what will be the definitive impact this new institution could present to the global financial landscape, ever since its announcement in the month of July, there have been diverse ideas that support the theory that this new bank could potentially become the counterpart of the BRICS vis a vis the Bretton Woods institutions: the World Bank and the International Monetary Fund.

It is worth noting that beyond being an institution exclusively born in response to geopolitical interests (that include debunking the so called Washington Consensus), the New Development Bank materializes in itself a new response to what has been recently coined as the new global financial architecture.

Moreover, this new bank would become a pioneer by presenting a new intercontinental alternative to the systems and institutions that we acknowledge as traditional. And, although the creation of the New Development Bank is promoted as a strategic alliance of the most powerful emerging economies in the world, it is key to highlight that despite the strong political background this institution might present, in many occasions economic and commercial interests play decisive roles that prevail over political ideologies.

For the time being, it is clear that the New Development Bank won’t be able to steal the spotlight from the IMF or the World Bank (at least not anytime soon). Nevertheless, it is important to acknowledge that the creation of this bank is a new manifestation of the new global dynamic in which we live in. Hence, the establishment of the NDB, beyond a geopolitical move, is a response to an exponential change in the financial mechanisms that rule the world, as well as to the recent crises that confirm that we face a domino global economy.

Therefore, it would be simplistic to propose a hierarchy or world order. There is no new world order per se. This should also not also be seen as the start of a clash of interests starring Washington and Beijing. Yes, there are spheres of influence and economic indicators that show those nations with the most weight in the world stage; nonetheless, we live in an era where an actor or pair of actors cannot define the course of the present or the future. Neither the BRICS, nor the United States, China or the European Union can attribute themselves the total responsibility in the balance of world power.

BRICS, a la cabeza de un nuevo orden mundial?

 A raíz de la noticia sobre la creación del Nuevo Banco de Desarrollo de los BRICS (grupo de economías emergentes conformado por Brasil, Rusia, India, China y Sudáfrica respectivamente), han surgido un sinnúmero de opiniones que giran en torno a la idea de un posible nuevo orden mundial. Están Brasil, Rusia, India, China y Sudáfrica a la cabeza del mismo?

A ciencia cierta no se sabe cual será el impacto definitivo que esta nueva institución podría presentar al panorama financiero mundial; sin embargo, desde su anuncio en el mes de Julio, se han formulado diversas ideas que apoyan la teoría de que este nuevo banco podría llegar a ser la contraparte de los BRICS vis a vis las instituciones de Bretton Woods: el Banco Mundial y el Fondo Monetario Internacional.

Es importante señalar que más allá de ser una institución que nace exclusivamente en respuesta a intereses geopolíticos (que incluyen el desbancar al llamado Consenso de Washington), el Nuevo Banco de Desarrollo de los BRICS materializa en sí mismo una respuesta más a lo que se ha denominado recientemente como la nueva arquitectura financiera global.

Este nuevo banco se convertiría en pionero al presentar una nueva alternativa intercontinental a los sistemas e instituciones que reconocemos como tradicionales. Y es que si bien la creación del Nuevo Banco de Desarrollo es promovido como una nueva alianza estratégica de las economías emergentes más poderosas del mundo, es clave tomar en cuenta que más allá del fuerte trasfondo político que esta institución presenta, los intereses comerciales resultan ser en ocasiones los que imperan ante las ideologías políticas.

Por el momento está claro que el Nuevo Banco de Desarrollo no podrá robarle el protagonismo a instituciones como el FMI, o el BM (al menos no a corto plazo). Sin embargo, es importante reconocer que esta es una manifestación más de la nueva dinámica global en la que vivimos. La creación del NBD mas allá de ser un movimiento geopolítico, es una respuesta a un cambio exponencial de los mecanismos financieros que rigen el mundo, así como a las crisis y recesiones de los últimos años que confirman que nos enfrentamos a una economía global de domino.

De modo que resultaría muy simplista el proponer una jerarquía u orden mundial. No existe un nuevo orden mundial per se. Tampoco se trata de el inicio de un choque de intereses protagonizado por Washington y Beijing. Sí, existen focos de poder, esferas de influencia, e indicadores económicos que postulan a aquellas naciones con mayor peso en el escenario mundial; no obstante, vivimos en una era muy distinta en la que ni un actor o par de actores puedan definir el curso definitivo del presente y del futuro. Ni los BRICS en conjunto, ni Estados Unidos, Rusia, China, o la Unión Europea de manera unánime se pueden atribuir y asumir la responsabilidad total en la balanza de poder mundial.
